What actually fixed it for me was to simply load and activate the NaviPatch.png file, then master reset and Navigation was working again. In my case there was no need to use for FORScan as I assume it must already have been set ...

However, I see on XDA that maybe you were not able to install the nav app package. Since you're on 3.10, look for the -AG package.

This one updates the Navigation to the latest AG file it's in Riochim's post on page 94 post 936 of XDA. There are two navigation files in that download, one to update 3.08 and the other to update 3.10.
